On November 7th, the Party Committee of the Ningbo University Health Science Center held an expanded central group study session for theoretical learning, inviting Huang Guangjie, Deputy Secretary of the Communist Party Committee of Ningbo Institute of Technology, Zhejiang University, to deliver a special guidance on the spirit of the Third Plenary Session of the 20th Central Committee, titled "Unwaveringly Advancing Comprehensive Deepening of Reforms and Vigorously Writing a New Chapter of Modernization with Chinese Characteristics." The meeting was chaired by Wang Qianyong, the standing deputy secretary of the Party Committee, and all faculty members attended.

Huang Guangjie interpreted the spirit of the Third Plenary Session of the 20th Central Committee from four dimensions: deeply grasping the era background of further comprehensive deepening of reforms, thoroughly understanding the great significance of further comprehensive deepening of reforms, deeply studying and comprehending the strategic blueprint of further comprehensive deepening of reforms, and intensifying the practice of further comprehensive deepening of reforms consciously. With "reform" at its core, he combined the spirit of relevant provincial and municipal committee meetings and the essence of Ningbo's culture to help teachers understand the central to local arrangements for reform. He believes that universities should always stand at the political height that "education is the major plan of the country and the party," and precisely focus on implementing reforms. He proposed three suggestions: First, to continuously deepen comprehensive educational reforms, advancing reforms in talent cultivation, discipline construction, team development, and scientific research evaluation, to empower high-quality economic and social development with new achievements in educational reform; second, to strengthen the reform of the scientific and technological system, optimizing the scientific research evaluation system, improving intellectual property protection and management mechanisms, deepening school-local cooperation, enhancing international exchanges, and continuously producing original and disruptive technological innovation achievements; third, to actively participate in the wave of reforms, innovate talent introduction and training mechanisms, actively explore reforms in talent development systems and mechanisms to maximize team vitality and cultivate more innovative and entrepreneurial talents urgently needed by society. He encouraged the Health Science Center to take development planning as its action program, closely revolving around Ningbo's "Peak Medical Plan," to make greater contributions to the medical education and healthcare development of Ningbo.

Wang Qianyong concluded the meeting, pointing out that "unwaveringly advancing comprehensive deepening of reforms and vigorously writing a new chapter of modernization with Chinese characteristics" is an important guiding ideology and action program for China's development. He emphasized that all comrades should dare to take responsibility, have the courage to reform, form a synergy, promote the construction of "double first-class" universities, advance Ningbo's Peak Medical Plan, and contribute to the construction of a healthy China.
